1. Purpose of the portal This portal is provided by the Pharmacy Council of Nigeria ("the Council") for the registration and licensing of electronic pharmacies and related processes under the Pharmacy Council of Nigeria (Establishment) Act, 2022 and the Electronic Pharmacy Regulations, 2026. Regulation 4(7) requires the Council to digitalise the registration process; this portal is part of that work.

2. Eligibility Applications for registration as an electronic pharmaceutical service provider or electronic pharmacy aggregator are made by the Superintendent Pharmacist designated to oversee the electronic pharmacy (regulations 4(1) and 8(1)). Under regulation 34(4), a Superintendent Pharmacist may register only one electronic pharmacy.

3. Your account You must give accurate details when you register, keep your password secret and your email address current, and tell the Council promptly if you believe someone else has used your account. Each account may hold one registration application at a time. Staff accounts are created only by the Council's administrators; you cannot give yourself a staff role.

4. Accuracy of information and documents Everything you submit must be true, complete and current, and every document you upload must be genuine. Under regulation 39, knowingly or negligently making a false statement or misrepresenting information to obtain registration or licensing attracts an administrative fine of N500,000.00, and under regulation 14 a licence may be suspended, revoked or withdrawn where false information was provided.

5. Applications An application is assessed against the requirements of regulation 4 (or regulation 8 for aggregators) and any further requirement the Council determines. You may save a draft and return to it. Once submitted, an application cannot be edited unless the Council asks you for corrections.

6. Payments Fees are those prescribed by the Council (regulations 32(4) and 33). They are paid only through the payment gateway linked from this portal and count only after the portal has verified them with the gateway. See the Payment Policy and the Refund and Cancellation Policy.

7. Inspection The Council may inspect premises, websites and platforms and examine records under regulation 17. You must give the Council's inspectors the access and assistance the Regulations require. See the Inspection and Licensing Policy.

8. Licensing and approval Only an approval recorded by the Council results in a licence (permit). Submitting an application or paying a fee does not. Licences expire on 31 December each year and are due for renewal on 1 January of the following year (regulation 6(1)).

9. Prohibited activities You must not: submit false or forged information or documents; use another person's account, identity or registration number; try to reach information that is not yours or to change an application, payment or permit status yourself; interfere with the portal's security or operation; or use the PCN logo, or a licence or certificate, without the Council's approval (regulations 34 and 40).

10. Suspension of accounts and enforcement The Council may suspend or close an account used in breach of these Terms, and may take any action available to it under the Act and the Regulations, including the measures in regulations 14 and 39 to 51.

11. Intellectual property The content of this portal, and the Council's name and logo, belong to the Council and may not be reproduced without its permission, except the official regulations, which you may download and print.

12. Amendments The Council may change these Terms. The version in force when you submit an application is the version recorded with your submission.

13. Complaints and enquiries Use the Contact page, or see the Complaints and Appeals Policy.
